Delhi Assembly Speaker forms committee to enforce e-Vidhan initiative – The Times of India

New Delhi: Aiming to have paperless deliberations in the House when legislators gather for the monsoon session, speaker Vijender Gupta has formed a committee to implement the project.
A senior official said the committee may even look at the models of Odisha and Gujarat assemblies, which have become paperless, and customise them as per the requirements of the digital legislative process in Feb this year.
Delhi legislative assembly also took a significant step towards digital governance by signing a tripartite memorandum of understanding with the Union ministry of parliamentary affairs and Delhi govt for the implementation of National e-Vidhan Application (NeVA). Delhi is the 28th legislature to sign the MoU to make legislative functioning paperless.
According to officials, several departments of assembly secretariat, apart from the experts of NeVA and National Informatics Centre, have been included in the committee. Bringing Delhi Assembly onto the NeVA platform and its paperless operation is a part of Delhi govt’s 100-day agenda.
The digital initiative will enable members of the legislative assembly to access all information in the House, including bills, notices, questions and committee reports directly on their devices. It will completely eliminate the need for physical paper documents. Officials said a centralised data repository will also be created for easier access to past discussions and their comparison with deliberations made in the parliament or the legislative assemblies of other states.
“It will be an artificial intelligence-based system, which will make it easier for the legislators to access all debates and discussions that took place in the House in the past, accessible within seconds on their devices. It will promote greater efficiency, accessibility and sustainability. By digitising House business and providing real-time access to documents, it will also enable seamless coordination among legislators and secretariat staff,” said an official.
Designed for paperless operations, NeVA provides real-time access to key legislative documents, such as agendas, bills and reports. The platform features a secure digital repository, safeguarding the confidentiality and integrity of legislative data. The platform also offers multilingual capabilities, catering to the linguistic diversity across states and regions, making it accessible to a broader range of users.
Gupta said the MLAs will be given training to use the application, and a permanent facilitation centre will be set up for the purpose.
