Delhi govt’s single window system for business clearances to get operational – The Times of India

New Delhi: Delhi govt’s single window system to grant clearances and licences to new enterprises is likely to be operational within a couple of months. Officials said more departments were likely to complete their API integration with the portal, which would help applicants pay necessary fees and charges online to obtain permits or licences without any technical hiccups.
The beta version of the system, prepared by the industries department of Delhi govt, was launched last year. However, it was not made completely operational due to technical glitches in the payment of fees to the respective department for obtaining necessary approvals for setting up a business in the city. “The technical issues are being ironed out, and we will be able to launch the portal for the public in a couple of months,” said an official.
The single window system is a medium for information dissemination for investors and for the issuance of various statutory clearances, licences and certificates required for setting up and operating an enterprise. Officials said it would not only enhance the speed of setting up a trade, but would also ensure the ease of doing business in the capital. They added the portal was a flagship project aimed at improving service delivery while minimising time, effort and compliance costs for investors.
The portal has so far taken 13 stakeholder departments on board, which will offer 59 services. Besides speedy processing of investors’ applications, quick approvals and clearances, reducing compliance norms, and shortening timelines, the portal will also cut repetitive documentation and reduce the number of applications required for taking large numbers of approvals, ensuring the ease of doing business.
“Rationalising regulatory processes accompanied by the introduction of information technology for e-service delivery has been the key pillar of the business reforms landscape of the past decade,” said an official.
“An investor has to obtain multiple licences and clearances from several govt agencies to start a new business. The information about these services is fragmented in multiple acts, rules and regulations and spread across multiple locations. With the introduction of the single window system, the regulatory hygiene has significantly improved, and the approval process has become streamlined,” the official added.
As one proceeds to register on the portal, the applicant is asked to click on tabs to reply to several questions that help in identifying the exact nature of the business and various approvals and certificates it needs. One can also find all necessary notifications issued by different departments over a period of time related to applying for clearances.
The portal also has the capability of PAN- and CIN-based verification to identify users with authentic and valid permanent account and corporate identification numbers. It is being integrated with National Single Window System, which will help Delhi improve its ranking under the ‘business reform action plan‘ initiative.
