Utilisation documents for Rs 9,000cr missing: Speaker cites CAG report | Delhi News – The Times of India

New Delhi: Speaker Vijender Gupta on Friday said the comptroller and auditor general found utilisation certificates for over Rs 9,000 crore missing in the financial years 2021-22 and 2022-23.
He expressed concern that the amount might have been misappropriated.
Gupta said he was sending the auditor’s reports on finance accounts and appropriation accounts for the two years, which were tabled by chief minister Rekha Gupta in the house on Wednesday, to the public accounts committee (PAC) of the assembly for investigation.
“Scrutiny by the assembly and PAC would ensure proper accounting of our finances and ensure that there is no leakage or wastage of govt funds,” Gupta said in the house.
Delhi govt has so far tabled seven of the 14 pending CAG reports.
Citing the CAG observations in the finance accounts of 2021-2022, Gupta said the amount of Rs 432 crore was outstanding on various govt departments due to the non-submission of bills. It means that there was no way to confirm whether the amount was actually spent as approved by the legislative assembly. In 2022-23, this amount was Rs 575 crore, he said.
In the appropriation accounts for 2021-22, the CAG reported that there was a total saving of Rs 10,539 crore, out of which Rs 5,458 crore had lapsed due to delayed surrender. Similarly, in 2022-2023, there was a total saving of Rs 14,116 crore, of which Rs 7,557 crore had lapsed due to delayed surrender.
“This implies that if the govt had planned and implemented properly, this amount could have been used for the welfare of the people of Delhi,” Gupta said.
“Surprisingly, like other reports, these reports were also suppressed by the previous govt,” the speaker said. Gupta urged the MLAs to read the reports to understand the financial health of Delhi govt.
