African peddlers arrested; drugs worth Rs 1 cr seized – The Times of India

New Delhi: A mechanical engineer from Africa and his associate were arrested for supplying drugs to students in the city. Police seized drugs valued at Rs 1 crore from their possession.
The accused was identified as Humphrey Muwong, 33, a native of Uganda, who is a mechanical engineer and was living in India since 2019. He was previously arrested in 2023 in connection with an NDPS case. His associate, Chukwu Ebuka Umeh, 36, a Nigerian national, was also identified. Both individuals resided in Krishna Park Extension, Tilak Nagar.
“Both were nabbed from Tilak Nagar,” police said. Police stated that the cartel exploited student visa provisions to enable African nationals to enter India under the pretence of pursuing education at private universities in the National Capital Region and Punjab. In many cases, the student visas were merely a facade for their involvement in drug distribution activities.
The cartel, led by absconding handler Dagri Jean Marc, utilised a decentralised network to facilitate the transportation and sale of narcotics. “Jean Marc issued instructions from Africa to operatives in India. During his stay in India, he established a local distribution network, particularly in the Tilak Nagar area, exploiting legal loopholes and visa provisions to recruit African nationals into the drug trade,” police said.
